Born Caracas, Venezuela, August 21, 1959;
admitted to
Bar, 1982; joined Mendoza, Palacios, Acedo, Borjas, Páez Pumar & Cía. in
1982. Partner since 1994.
Advises clients on civil law (contracts, torts
and
property law), insurance and reinsurance, banking and finance, project
financing and debt restructuring, energy and natural resources, mergers and
acquisitions, corporate governance, corporate finance, exchange controls
regulations, securities, public law and regulatory matters, among others. Also performs
pro-bono work.
Represents
clients in dispute resolution and is a sought-after arbitrator before Centro
Empresarial de Conciliación y Arbitraje, CEDCA, and Centro de Arbitraje de la
Cámara de Comercio de Caracas, CACC. Was a member and then the coordinator
of CEDCA’s consultative council (2011-2019).
From 1989 to 1992, was professor of Contractual
Liability and Torts, in the Corporate Law Postgraduate Courses, Universidad
Central de Venezuela.
From 1991 to 1994 was Auxiliary Lawyer of the
Supreme
Court of Justice
From 1994 to 1995 was ad honorem Legal
Assistant to the
Minister of Finance.
From 1998 to 2011 was Director and then
Vice-President
of the Venezuelan Association of Insurance Law, AVEDESE.
Was director of several corporations, such as
Seguros
Orinoco and its affiliates Seguros Canaima and La Continental de Seguros (1988-2001)
Currently, Director of the Venezuelan
Association of
Private Law and Munchener de Venezuela (Munich Re).
Member of the Venezuelan Society of Commercial
Law, French
Society of Doctors of Law, Venezuela–United States Businessmen Council (CEVEU),
and Asociación Franco-Venezolana de Juristas (Jurisfraven).
Since,
2017, Member of the Academy of Political and Partnerl Sciences (Individuo de Número de
la Academia de
Ciencias Políticas y Partnerles).
Author
of three books called La Función de la Culpa en la Responsabilidad por Hecho
Ilícito (doctoral thesis), Temas de Derecho de Seguros (with co-author Manuel
Acedo Mendoza) and Cláusulas Abusivas y Contratos de Adhesión (work presented
when he was received at the Academy); and 59 articles on contracts, torts,
insurance, banking, corporate law, exchange controls, arbitration and other
legal subjects.
